Vice President, Jere Newton called the meeting to order at 9:30 a.m.
Members and visitors introduced themselves.
Minutes of the February 17th meeting stand approved as printed.   


Financial report
Jere reported for Jeff that the next youth mentoring meeting would be from 9 to 11 a.m. at TLI on March 23, 2009.  Also, she reported that we have spent $4059.63 in Mental Health Transformation Funds for mentoring.


Ratify FY 2009 LEAF Budget and Work Plan-
During an Executive Committee meeting in February it was decided to use $5,000 of the returned $10,000 for Michael Nye’s Fine Line exhibit.  Michael Nye is an attorney and photography that has developed a traveling photography portrait exhibit of mental health consumers.   The other $5,000 will be for youth mentoring programs.  An update of the work plan and budget was handed out and approved.  Gary Koedler made the motion for approval and Cherrie Shackelford seconded it.


“Fine Line” DVD
A promotional DVD of Michael Nye’s photography exhibit was shown.   We have reserved his exhibit for August 3 through September 18, 2009.  There will also be a lecture series about infant mental health, suicide, depression, etc. that we will be hosting sometime while the Fine Line presentation is here.  CEU’s will be available to hopefully encourage more professionals to attend.

MOU for LEAF and CPC
Dick Hatfield explained a copy of the Memorandum of Understanding between LEAF and Central Plains Center.  The purpose of the MOU is to provide structure and framework for the administration of funds and programs obtained through the efforts of the LEAF organization. The MOU was accepted as written.


LEAF board membership
Jere reminded us that we have two proposals for LEAF board members.  Monica Cox will replace Maria Keenmon as a board member while Maria will become a stakeholder.  Also Kelly Shubert will replace John Castro since he has retired for the Health Dept.  


Rural Children’s Initiative Update
Kay reminded us that May is Mental Health Awareness Month.  May 7th is Children’s Mental Health Awareness Day.   She has plans to have a poster competition for the schools that would like to participate. The theme for the competition is “What does hope look like?”  The winner’s poster will be put on a billboard and the top 12 posters will be made into a calendar.  The poster competition will also be put in the newspaper to let the public know it’s open to all school age children who would like to participate.  

Kay also shared about a program called “Bust It” to use in the schools to help with the reduction of stigma in our school-going children.  In this presentation students are asked to hold up signs with myths and facts about mental health.  This will be presented in the Littlefield schools to start out.


SAMHSA Grant Budget Amendment Approval
Kay explained that an amendment to the grant was needed since it involved a change of $250,000 or more.   This amendment was submitted on December 29th and after two months it was approved.   

She also let us know that we will be having some upcoming trainings.  One training this June, will be in Portland, Oregon and there will be another in Anaheim, California this July.   Also Jere and Kay are planning to go to a conference in Georgia.  

Kay has also planed some community assessment / meet and great meeting for our 11 counties.  They have plans to hire a Clinical Community Assessment person after all the county assessments have taken place.   The first regional Community assessment meeting will be May 5th for Castro, Hale, and Swisher Counties, at the Swisher County Memorial Building Redman's Room in Tulia.   May 18th will be for Bailey, Lamb, and Parmer Counties at the Bailey County Coliseum in Muleshoe.  The last one will be held May 27th for Briscoe, Crosby, Dickens, Floyd, and Motley Counties at First United Methodist Church in Floydada.

LEAF Website
Alexia Andrew, of Central Plains Center’s IT department and the LEAF web master attended to present updates to the website she’s implemented.  She explained she is happy to update it as information comes to her from us.  The website can only be as good as it’s content.  If you would like a link to your business, that can be done.  If you need to post a date/event for the calendar please have a start and end date, as this is how the web program is set up.  Also she would like all board members to log on to the website to check your information for needed corrections or updates.  She reminded us the board minutes are archived there for your viewing.   Alexia plans to have the Crisis Resources, which list all social resources in all our 11 counties, posted soon.  This is the same resource list that Kay Harris told us about a couple of board meeting ago.    

If you send her a picture to be posted please list who and what the picture is about.   Since there is obviously a need to get information to Alexia, Kim Peralez was asked to be our contact person for the site.  So please send her any information that we would like to see on the site to make it more resourceful and updated.  


LEAF DVD update
Students at Wayland are working to transcribe the DVD this week that was recorded at the board meeting in February.  We are still waiting to get permission from LeAnn Rimes for her song that is used on the DVD.  If we don’t get her permission soon we will use local talent to sing the song.

Please remember to send in your profile or bio about yourself, telling as little or as much as you would like for the family partners.  They will use these to become more familiar with board members so they can pick one of you to be mentored by.
