President, Ron Trusler called the meeting to order at 9:30 a.m.
Members and visitors introduced themselves.  Ron asked for any corrections or changes to the minutes.  Minutes stand approved as printed.  


Financial report
Jeff – This is our last year to contract with Mental Health Transformation.    We have a $50,000 budget.  Nothing specific has been identified under the identified tasks listed on the budget summary.  We need input on how to use these funds.


ECI 
Brenda Jones – gave CPS caseworkers 100 clipboards to help them identify the childhood milestones.  Infant Mental Health funds were used.


Anti-Stigma
Ron – Several audio recordings were played.  These ran on the local radio stations in September using Mental Health Transformation funds.  Also the jar openers with the LEAF logo are in to promote the Leaf website.  Hale County Resources are listed there at www.leafsystems.org.
Do we have any other ideas for Anti-stigma?  Kay and Kim have been working to get permission from LeAnn Rimes for the use of her song in the youth MH video.


Rapid Rehousing grant
Kay Harris – The Rapid Rehousing grant that Crisis Center of the Plains applied for with LEAF’s backing was awarded.  This will pay deposits on rentals, rental assistance, and utilities for keeping people from becoming homeless.  You do not have to be a client to receive this housing assistance.  Mental Health was a part of this grant. 


Consideration of removing 2 LEAF Board Members
The board asked that Esperanza Lopez and Clarence Walker be removed as members.  Jere made the motion and Carrie second it.  Ron asked for a motion to accept Beth Hoffman to be a board member.  Debra made the motion and Sheryl second it.


Transportation proposal update
Jere – The contact person from Texas DOT has finally stated they have interest just not time to follow through at this time.


Mental Health First Aid
Ron- The first class started yesterday with CPC employees.  The training for the board members will be January 4, 11, and 18th from 8:30 to 12:30.  An ad will be placed in the newspaper to offer the training to organizations, businesses, and others.  There will be a press release from the Texas Council also.   A manual is $12 for the class.  Other upcoming trainings include Wayland in February and Lamb Co. in March.  15-20 people are needed for a class and will be free to non-profit organizations. 
There are now 300 instructors, Ron being one of them.   This is not a clinical training but a practical one showing how to recognize a Mental Health crisis or problem.  First class cannot be missed.  Others may be made up at other trainings.  All 12 hours must be completed. 
Jere- asked if we could use funds to train law officials and provide a flip chart with MH First Aid facts listed.  CPS workers and others could benefit from this too.
Ron needs another instructor.  The cost is normally $1500 for a 5 day training plus lodging and travel.  The National Council does the training in Austin, other Texas towns and states.  We could use Mental Health Transformation funds for this.
 

AHEC 
Danielle - we are hosting and organizing a free seminar on Friday from 12 p.m. to 3 p.m.  The subject is Ethics and Sexuality in Counseling by Dr. Collins and is free.


RCI update
Kay- The RCI team is almost fully staffed needing only to hire a social marketer.  Polly Earhart started on November 2nd as Family Involvement Coordinator providing at least 20 hours per week.  Polly introduced her self. 
RCI has calendars to give away.  The next order will include the new CPC and RCI logos. 
In the service piece of RCI, wraparound positions will be held in Lamb, Hale and Floyd Co.  Lamb County will be housed at Whiteaker Youth Center while the other counties will be housed in schools through Communities in Schools.
Two youth along with Michael and Beth from RCI will be attending a conference in Washington D.C. in December.  Two family members will be going along with them.
Ron, Jere, and Kay will be attending a Community Collaborative meeting in Austin to represent LEAF.
There will be a local wraparound training in January to supply a pool of facilitators to pick from along with those hired to do wraparound.
Our first SAMSHA visit will be January 25 – 29 and will want to visit with youth, families, and agencies.
Michael needs youth assessments turned into him with Agency name.  If you need another one contact him.  Michael has been asked to partner wit MHT for a local youth conference that maybe held at Tech for 2 ½ days.  50 youth from across the state will attend.  This could also be used as an anti-stigma piece.


The meeting was adjourned at 10:30 a.m. with the RCI Steward group meeting to follow.   Please be here by 11:00 a.m. for the steward group meeting.  The next LEAF board meeting will be December 15, 2009 at 9:30 a.m.  at the Tommy Lewis Building.
